No, the ps3 cannot play ps1/ps2 games from different regions than the region it was specified for with or without software. And you're right ps3 games are region free, so that means you can play the hundreds of japanese ps3 games on your ps3 when they come out.

No, the ps3 is lock on NTSC region only so NTSC/japan ver., NTSC/Asian ver., and NTSC/US can only play A/1 region of Blu-ray disc and games. Ps2 and Ps1 can only be play with the same region of the console so if your ps3 is US ver. you can only play US ver. ps2/ps1 games.
