I will assume you are talking about the game "Wipeout HD", or perhaps even "Wakeboarding HD". Its a pain when people wont give an answer just over literal things...one of these games is what you meant?
Sign into your PSN account. Go to the Playstation Store. Select "Themes and Avatars"; select "Dynamic Themes"; then scroll down to theme #85(if you are in the US Playstation Area). It is titled "Wipeout(R) HD Dynamic Theme." If you are looking for Wakeboarding it is #80.

the only place to get it is at the playstation store i think that's the 3D one if I'm not mistaken
