Not as off now. The making of theme isn't as easy as the original ones. It requires the PS3 SDK(software Development Kit) which is quiet expensive. Hence the themes are available for 3-4$ ... If you have the money, then you can give it a shot, but I don't think any Tom Dick and Harry can get the PS3 SDK.....
If you want free themes, as of now there are only 2 on PSN... One Afrika Theme (which is better than any paid theme IMO) is available on the Japanese PSN whereas a Wipeout theme is available on the European PSN.... Maybe in the future devs of games might give a Free Theme if you buy their game.. It's rumored that Naughty Dog is creating an Uncharted 2 theme.... That ought too be awesome... Hopefully you get it if you buy the game...

Best PS3 Dynamic Themes 2010
I'm not saying these are the best out of the whole store, these are just the best ones from the dynamic themes that I bought so far. Have a better theme let me know so I can check it out.
